Position: Director of Human Resources
Division: Administration
Reports To: Executive Director of Strategic Initiatives

Reporting to the Executive Director of Strategic Initiatives, the Director of Human Resources is the primary Human Resources officer of Nunez Community College and serves as an advocate regarding benefits, policies, and practices that have a positive impact on employees as well as a visionary, advisor, and strategic partner to College Administration. The Director provides leadership through the management of a comprehensive human resources office, including the full employment/employee life cycle with the institution; performance management; benefits administration/counseling; job classification & compensation; salary administration; training and HR staff development; regulatory compliance; employee engagement & relations; human resource information systems (HRIS); and records management. Serves as the primary liaison on human resources and employment issues between employees of the College and LCTCS and other public and private agencies.

Education and Experience Required:

  • Bachelor’s Degree from a regionally accredited institution in Business Administration, Human Resources, or related field.
  • Five (5) years of progressively responsible leadership positions in the field of human resource.

Accepted Substitutions:

  • Bachelor’s degree in any field accepted with an additional two (2) years of the required work experience.
  • Associate’s degree in Business Administration, HR, or a related field accepted with an additional three (3) years of the required work experience.
  • Master’s degree in Business Administration or a related field will substitute for two (2) years of the required work experience.
  • Master’s degree in any field will substitute for one (1) year of the required work experience.

Preferred

  • Master’s degree in Business Administration, Human Resources, or a related field.
  • 8+ years of progressively responsible leadership positions in the field of human resources
  • 5+ years of experience as a generalist (or with generalist duties) (*may be concurrent with other preferred experience)
  • 3+ years of experience in Higher Education HR (*may be concurrent with other preferred experience)
  • PHR/SPHR and/or SHRM-CP/SCP Certification

Duties and Responsibilities Summary:

30%

  • Serves as the lead for alignment and compliance of College personnel policies with those of the Louisiana Board of Regents (BoR), the LA Community & Technical College System (LCTCS), State, and Federal laws and guidelines including, but not limited to, EEOC, FLSA, & FMLA.
  • Leads, develops, manages, and supervises the overall operations of Human Resources function and staff.
  • Develops long and short-term operational objectives that support the mission of the College

  • Reviews, develops, interprets, and recommends personnel policies and operating procedures that promote college effectiveness and supports employees.
  • Directs the completion of annual performance reviews, conducts organizational and staffing analysis and advises the Cabinet regarding long-range human resource utilization strategies.

  • Works with employees and supervisors to advise and address any employee/supervisor issues.
  • Maintains the College’s performance management process and ensures employees have completed evaluations.
  • Conducts employee exit interviews.
  • Executes investigations into any complaints, grievances, or related employee issues.
  • Provides necessary employee/supervisor training at institution as needed.
  • Works cooperatively and effectively with other departments

  • Maintains position descriptions, including position classification data.
  • Makes determination regarding position classification, reclassification, and FLSA changes; completes processing.
  • Updates EEO position code for new or reclassified employees.

  • Works with other areas such as Institutional Research, Compliance, etc. to gather/update information required for reporting.
  • Manages institution compensation plan.
  • Reviews, makes recommendations, and provides interpretation regarding College policies and provides guidance on federal, state, BoR, & LCTCS laws and policies.

  • Prepares institutional, Federal, State, and BoR required reporting, as well as ad hoc reports.
  • Serves as the custodian of records for the institution, creating and maintaining personnel files.

Required Knowledge, Skills and Abilities:

  • Ability to maintain confidentiality and discretion and use diplomacy when interacting with all levels of personnel.
  • Ability to organize and prioritize projects and programs to meet deadlines.
  • Ability to work independently, including independent decision-making.
  • Ability to use sound judgment when dealing with sensitive and/or ambiguous issues.
  • Excellent communication skills, written and verbal.
  • Ability to represent the school in a professional manner.
  • Experience with Banner HR/Payroll or similar ERP system.
